Bail would have questioned the appearance of the tattoo if he was speaking to someone who wasn't essentially a kid. It's what he did - question. It wasn't unheard of for younger people to have tattoos, but they usually didn't try to hide them if they had them. And even through the make up, that tattoo did look really well done. Bail didn't know any well established, successful, licensed tattoo parlor that would work on a kid.
