"If these memories are being implanted why would they give some one the memories of a serial killer?"

If there were no child... One of his own memories bubbled up as they tended to do at the worst times. Sitting on a bench and plotting the murder of a young boy he had helped to raise. It was horrible, but how did it help anyone?

"Wouldn't they want to give us memories they could use, like... turn us into soldiers or scientists. What would be the point in making all these so random?"
